Very true in this case. When 6-8 cops w/cpr training all just stand around making comments and when EMs shows up and tests for breathing/pulse and doesn't even attempt CPR or get exited at all you know the subject is gone. But better keep him cuffed so no one else knows. And then they throw him on the stretcher like a loaf of bread and he's almost falling off and no one seems to even care.
