DSL = digital subscriber line. It's a high-speed internet connection than runs over copper phone lines. The catch is you need to be within a few miles of a digital switch for it to work. Since the phone companies are not spending a nickel to improve existing landline service, if you don't have DSL today you probably won't get it ever. You can check with your phone company (assuming there's someone there to pick up the phone) to find out if you can get DSL.
VOIP = voice over Internet Protocol. It makes it possible to have voice calls over a broadband internet connection. VOIP has really driven down the cost of long-distance calls, particularly overseas calls. VOIP can be done with a dedicated telephone, with a hardware adapter on your PC (e.g. Magic Jack) or with PC software (e.g. Skype). Vonage is one of many companies that provide VOIP service.
Just to be clear, you need broadband internet service to use VOIP.
