Billpa has a good idea. I think I would move the hole though. Kinda get the hole to a non-rust problem area would be my goal. Be sure to paint the repaired area and the new hole no matter what you do. You should be able to measure the hole on any rim or measure the new valve stem in the groove with a pair of calibers to get the measurement.
