Don't get me wrong. I think they would not only like to monitor us, each and every one of us but would if they could, they just don't have the resources to do it. Even with a computer it's only going to alert on you is you go to the wrong site or use the wrong words. When the system alerts then a human has to interpret what is being done/said. They can't keep up with what they have now. It would need about 1 warm breathing body for every 10 people. That would be about 31 million people. When 31 million are in on a secret it isn't a secret very long. Heck they can't even catch all the folks passing dirty pictures of kids around, nor stop drug money and such or even catch everyone trying to send money to terror groups.
I don't trust the government any longer but I don't see them spying on everyone at this time to the point of listening devices in cars and such.
