if I am reading correctly you reduced the line size on the pump suction? if the pump is cavitating it will put air into the system and tear itself up and could also get hot but everything else should work somewhat normally. also will likely work fine at lower rpm. check that you have the hoses hooked correctly it sounds like you have a blockage/restriction in the system.
