If anyone is running unopposed then they will get it if no one other than the canidate himself votes so why spend the time to mark the ballot? Only thing that wouls stop that is if canidate had to get over 51% of ballots for him and if not there would be no winner and an open seat and have to go to anouther election and that is not leagal for that to happen.So if you do not like and chose to not fill in ballot or just think it is already won why bother the result is the same.
