Look at 9/11: Wall street was back on line within a week, and no financial data was lost in the disaster. But inevitably there will be problems they didn't properly plan for. The blackout of 2003 was disruptive not so much because banks lost power, but because the telecommunications infrastructure was knocked off line. It's not really the banks' job to make sure the phones work.
