Hi, are you trying to use the draft control with an in ground like a plow or cultivator? Quick check, look for a small rod that sticks out of the hydraulic housing and contacts the top link mechanism. When you move the draft control lever the rod goes in and out. Also there is a spring in the top link mechanism that has to be snug.
There is a control lever/chain inside the hydraulic housing.
