He has no power to stop flights out of the affected countries. He may have some power to stop flights coming into this country, but you'd have to stop them all. The guy that dies in TX didn't come here on a flight from Africa, he came on a flight from Belgium. He did that because you already can't readily get a direct flight from W Africa to here. So what are you going to do, stop all air traffic? Best answer is to monitor people who are traveling from the area and beef up the effort to fight the disease at the source.
I have heard of the Canadian effort to create a vaccine, and that that might be available as soon as the first of the year.
