If the engine runs well and is not beginning to seize, the starter is probably dragging the armature into the field poles due to bad bearings. A short to ground internally can also reduce power dramatically. It takes a really good meter to detect that because a starter has less than one ohm of resistance normally. Testing it off of the tractor is not definitive due to no load, and no side thrust. Loose bearings and skid marks on the armature laminations are sure signs. A starter draw meter is not expensive,and is placed on the outside of a cable while cranking. It should be about 200 to 350 amps when it is 50 out. Jim
