Most of the lawyers who advertise do not actually handle the case. They simply refer the client to another lawyer, who gives them a cut of every referral. It's a fairly efficient system, since these tend to be low-profit cases and there's no way an individual lawyer could afford the cost of advertising when they're only making a few grand on each case.
