As explained to me by a lawyer: The advertising lawyer gets his client, the accident victim, to sign a paper authorizing the lawyer to represent the victim in his case. The lawyer has already rejected all victims who don't have an open and shut case. Lawyer does not investigate the case, just calls the insurance company and asks how much they will settle for. After some to none haggling the lawyer and the insurance company settle for and amount less than the case is really worth. The lawyer takes his fee and the client gets a too small judgement and the insurance company saves money. I assume the insurance companies know what is going on and in effect are part of the scam.
