Might be bits of a failing governor ring in the pump, plugging the return to the tank.
Remove the little timing window on the side of the pump and see if you have what appears to be white or brown grains of sand in that opening. If so, the plastic governor ring is failing and needs to be replaced ASAP. Total failure can result in engine runaway and all the bad that goes with that.
