I know this is not the answer you are looking for but there are plenty of Deere two rows and someplace I have been recently had a 1 row but I can't remember just where right now. Anyways I would say Fox snapper heads are scarce enough that maybe it might pay to look for a Deere then build an adaptor plate to mount it to the Fox. Also, it is possible just to run one row with a two row head but not the other way around. The lift system also needs to be taken into account if you cross fit but anything is possible with enough patience and thought. Hopefully, that Fox head will show up for you.
