Look in the steering pump with the engine running. You should see fluid circulating. If not, the pump is not pumping.
If you have the old pressure hose (Not the return hose!) from the pump to the steering gear, temporary it back on. (You can do this with the new hose, but it's not good for the hose!)Start the engine and carefully crimp the hose shut with vice grips. You should hear the pump load and the engine slow. If it does, that proves the pump is making pressure.
If both tests pass, the problem has to be in the directional valve in the steering gear.
