"Static loaded radius" is the number you're looking for. That's the distance from the center of the axle to the ground. A 15.5 would normally be on a 14" rim. A 16.9 would normally be on a 15' rim. Any of the tire books, or websites will tell all that too. A 16.9 is going to stand a LOT taller than a 15.5, because those darn 15.5 are such low profile. I think you'll find the 14.9 often stands taller than a 15.5.
