Depending on how the wires are connected to the power source what you see as a connection to ground may be the continuity of the wiring going through some other component that is grounded on the other side. Most likely the wires you are checking are connected with a common power source that also feeds other things. With the power on there would be battery voltage going out on all the wires from the common connection. If one of those wires was used to power something like a relay, the relay would close when power was applied. With the power off and you check for continuity to ground from another wire what you will see is the the circuit from the end of the wire with your meter back through the relay to ground. cor circuits like this you need to disconnect both ends of the wire to check for a short to ground.
