as stated in other posts they are "frac tanks" used in the oil fied, and any other place that needs to store fluid. They are built 2 miles from my shop in WIchita Falls TX, by Wichita Tank MFG. see many of the Rain for Rent blue ones go by my office every week. at one time when things were blowing and going in this area they were building 30-40 of those a week out of 3 shops.
