Yup, coil in the magneto went bad, so someone "farmer fixed" it by bypassing the magneto coil with a battery coil.
Really other than the seat cushion you're being awfully nit-picky. If it was rusty, non-running with 2 or 3 flat tires, I might tend to agree that $950 is out of line. But he's not that bad if it runs and drives.
