Is there room to remove the rack cap at the pump front? If so remove it and check the rack movement with engine off, it should move with the manual stop lever, or throttle lever back into the housing for off, out for starting. It must not be sticking at all, but move freely. If it does go back OK the engine may be running away on another fuel source, possibly oil at the air inlet. Worth a look.
