TWENTY EIGHT YEARS OLD, and doesn't drive??? Is his name Patrick GUMP? Now, if, as someone mentioned, there is a medical reason or even mental, it seems as though you would have been told about that. And, by mental problem, I am NOT inferring that he is mentally ill. If he has held the same job for years, then he obviously has good use of his facilities. BUT, I have known at least two people in my time that could not pass the driving test because of their nerves. They would get so flustered that they would forget what to do next. Nearly every boy that I have ever known was chomping at the bits to get their drivers license. Sounds like this young man needs a well placed foot in a well known spot.
