Donald, the AC compressor coil has a pretty low resistance, and what the meter shows may or may not be correct, depending upon what range it is set on.
You could simply have a weak breaker, or, on the other hand, a bad clutch coil.
What I would do, the "down and dirty" test would be to take a jumper wire with one end connected to the (+) battery cable area at the starter solenoid, and (carefully) touch the other end to the (+) lead on the clutch. If it kicks in, suspect a weak breaker. If you get a BIG spark and the test lead instantly begins to heat up, the clutch coil is bad.
