Here's how I know....my 18 year old son, living with his mother at the time, traded vehicles often. Traded one pickup for another, didn't bother to call his insurance company to tell them of the switch(was on high-risk insurance due to too many speeding tickets at the time as well).....anyway, got pulled over driving the "new" pickup and was busted for no insurance.
Wound up getting his licence pulled for several months, pickup impounded, and, in order to get his driver's licence back, once he has taken the mandatory safe-driving course, he has to file the SR22 which is proof of financial responsibility...in other words, he has to have a vehicle insured in his name, and the insurance co then sends proof of it to the state DMV. If his insurance lapses during the 3 years after that, his driver's licence is pulled again.
Of course, this isn't an iron-clad guarantee that the woman with no insurance in your case won't be driving again....lots and lots of people out on the road every day with no licence and no insurance, and they'll never be caught unless stopped for something else.
