I know my sister moved to Virginia and let her insurance lapse, they got her tags and wrote her a ticket. Worse part is it really didn't lapse she changed companies and the old company reported her to the DMV and they seized the tags without inquiry.
The real problem is with a vast the population being "judgement proof" (don't have assets that can be seized) their is no civil action that can be enforced. About the only way the government can stop them from operating with out a license and insurance is to incarcerate them and that gets pretty darn expensive pretty darn quick. I have known a few people that only work for cash in semi skilled trades, this is to hide assets from being seized to satisfy judgments or child support. There is no easy answer and I don't blame the government for not being able to solve it.
I do think a person's access to government programs should be curtailed if they drive without a license or insurance or do drugs but I'm a right wing bigot or so they say. Thought is you have to live within the rules of society to benefit from it and if you want to live outside the rules then the government and taxpayers shouldn't have responsibility to subsidize you illegal lifestyle.
