Are you using a multimeter to verify continuity on all your safety switches? If all indicate a closed circuit then you need to look elsewhere. If this tractor(that I am not familiar with) has an ecm to control things you MAY need a diagnostic manual specific to your tractor. If power to the solenoid is routed thru all the safety switches,check for voltage at the starter solenoid (small wire) while trying to crank. Make sure you still also have battery voltage at starter(large cable) while trying to crank. If the ecm controls things,like cranking,then there may be relays involved-maybe 2, 1 to create a ground for another crank relay.Then you need a manual or wiring diagram at least.
