If the coupler will not go on the shaft at all, you need to turn the shaft on the mower until it lines up. Usually you only need to turn it a small amount.
If the coupler will only slide part way on, you need to clean up the shaft on the tractor and the inside of the coupler. They are rusty. Use a file and/or sandpaper to get both down to bare clean metal, then smear a thin coating of grease on both.
