The grammar school (K-8) I went to did not even have a cafeteria. Everyone was forced to bring a bag lunch. They did have a push around cooler they kept 1/2 pint white milk in for sale. If you did not want white milk you were SOL so you better bring what you wanted and they limited what you could bring to keep peace.
When I moved on to high school we had a cafeteria with a free lunch program. I know cause I was on it. Parents filled out a form at beginning of year to qualify. If you was on it last year you got free lunch this year for the first month while they collect and processed the forms. So I only paid for lunch the first month of 9th grade. I think it was a federal program but may have had some state contributions.
