If it's been sitting for a while, a few months or more, it's probably just gummed up with fuel residue. Probably nothing bad, just needs a good cleaning.
Try taking the carb off, carefully remove the bowl, preferably without tearing the gasket. Spray everything with carb cleaner, especially the needle and seat, and the solenoid valve (wasn't aware they had a solenoid valve!). Also remove the fuel inlet fitting, see if there is a screen behind it, clean it.
Don't be afraid of it, those carbs are very simple to service.
