technically you are right about not needing it to leave. However, any airline that I have flown on ask to see it uppon boarding a plane flying out of USA. They know you will be asked to show it at customs when you get to the other country. If you don't have it, you may not be permitted through customs where you are going. May also not be allowed to come back. Airlines make sure you have it when leaving even though technically its not required to have one to leave.
