Sounds like the inside linkage is rusted.. Just because the MV is free doesn"t mean the linkage is. I fixed 1 on the tractor last week.. Exact same symptoms as yours. Removed the top cover and lapped the MV in the bore and sand blasted the linkage.. changed the fuel filter and she ran like new. I"m not saying you should do that.. Just saying just because the MV is free doesnt mean that"s all the problem could be.. Your best bet would be to TIME THE ENGINE and pull the pump.
