Some alternatives to welding a water tank could be: Aquarium sealer (non-toxic, looks like a clear silicon caulk) $5 and 3M Boat Sealer $15 (white, very sticky for at least a week, 12 ounce tube?).
I've used both. They both stay flexible and both seal very well under water. For human consumption, I'd try the aquarium sealer first. For livestock, I'd use the 3M Boat Sealer. I have purchased both off-the shelf at Walmart. You could also check if they are available on-line from Walmart, Amazon, any hardware store, etc.
