Just to link the oil fouled air filter to needing to run on choke: My Kawasaki (air cooled v-twin) has a vacuum powered fuel pump. I don't know exactly how the pump works but is does need a vacuum signal from some where. If the air filter is fouled it may interfere with the manifold vacuum (?) signal preventing the pump from operating at full capacity. If the engine is starved of fuel that could result in the run on at shut down as well.
Just throwing this out - maybe some one smarter than me knows how the pump works. Good Luck
