If you changed the filter and cleaned the screen that is about it . Refill and check the oil level it could be low enough that the pump starves. The steering is the priority so that would work if it is only getting a small bit of oil. the same pump runs both the steering and hyraulics for couplers and 3pt. Is the draft lever all the way donw it can affect the 3pt not coming up. That would be the heavy light lever.
