I am curious as to why Americans would allow any state to impose that kind of inspection of your private property (your automobile). You and your neighbors should be at the statehouse with pitchforks and torches! Some nanny-minded fools tried that in our state (Kansas) decades ago but the people simply wouldn't stand for it and it got repealed. Gosh, that was so long ago I barely even recall it, but I don't think it lasted two full years and the legislature got the message they had trampled on peoples' rights way too far and the whole concept went away.
