It can't be wired to the hot wire because that's always on and the brakes would also be on all the time. It's not likely wired to the brake lite either because that system is not heavy enough to handle the brakes and you would smell hot wires before too long. I would say you have 2 problems, since only 1 wheel locked up you probly only have one working. The way a brake controller works is it puts out X amount of power at a given setting. That power is divided among the working brakes. If you have 4 working it's divided 4 ways, with one it all goes to one, causing lock-up problems. This would be made worse by a cheap controller that doesn't provide gradual braking well. Lot's of the newer electronic controllers are lousy for that. The controller could also be bad. I would start by checking to see if all the brakes are actually working on the trailer and work out from there.
