This was supposed to start about the same time they enacted the rule about on-farm fuel/oil storage, catch basins/leak containment, and emergency spill plans. What it is designed to do is put every can of gas and quart of oil on the place under EPA scrutiny. Like putting $4,000 worth of fuel into an old rusty tank that's about to spring a leak isn't incentive enough to replace said tank.....
