Randy, I threw a loud ruckus a few years ago in Perryville Missouri over that exact thing. The station manager finally agreed to let me pay the sign price, then whipped out a calculator to add tax to that price. I blew up again and he said pay me the sign price and get out. Then he tried to short me on the change. We nearly came to blows. Over less than $20 worth of gasoline. I'm generally peaceful, but I hate a crook.
