My uncle had 2 Rumley Oil pull tractors, 1 of them was a 15-25 I believe and we started it by grabbing the flywheel and pulling as hard as possible and it would start on gas, don't remember ever setting any other things. This was back in about 1940 and they always called them 1910's which I assumed was the year made. The other was a 25-40 and had a long crank handle wgivg i could never pull. other than that I'm no help to you. Good luck on getting it started.
