That is a modern baler. it looks to have a self tying mechanism using twine. Our case had the same flywheel, but the wisconsin was up higher. There were two seats, one on either side of the compression area of the chamber. Manual needles were used with wire through a built in loop. That was pretty much the dirtiest job in clover hay. it made 90 to 100 pounders. Jim
