Is either system fixable??? The entire healthcare system is broken, and "O" care only made it worse. I lost my insurance where I was working because the premiums simply were more than my employer could no longer afford them and be able to stay in business. The new mandates caused the premium increases. Looking at getting insurance through the new system amounts to a $270/month premium for an $8000 annual deductible. Simply cannot afford to put out that much money for no coverage.
The old system was broken, but the new system broke it harder. I think the REAL problem is that there are too many LAWYERS involved.
