They can be a real hassel to spin the bottom cap off. The spring is not an issue as it is light and only holds the cold oil relief cartrage and filter tight to the top of the housing. You said you could turn the cap about a quarter turn, so you have got it broke loose. We on ocasion had to apply heat to the threaded area at the bottom to even get them to unscrew. Just apply some JB or Khrol and work the cap back and forth. There is nothing inside that you will damage. Just be sure that you pick the cold oil relief cartridges and spring out of the drain bucket, as without them you have no filtration, and replacement from CNH are an astounding $400 plus each.
