I have found at least one exception to the rule. Honda CRV engines at least the 1999 & 2000 years. These have solid lifters on an overhead cam and in time the valves will actually tighten up from valve wear recession into the head and then burn a valve. Honda won't even recognize the problem and tell you to have them adjusted more often.
I have not messed with many of the OHV small engines to know how they behave. I have adjusted the valves on some small diesels and they are as you described loose from wear. Seemed like the first time (500hrs) you find adjustment needed but then on they seemed ok.
