For a space station recycling water in small amounts it might make sense on the weight level- but space station economics don't work as good on ground where alternatives exist. Solar power is there so use it to make some fuel- the government/taxpayers will pay to build the solar array so just need a justification for the consulting fee were going to charge, find some other 'investors' to skim /(scam) operating funds.
