For a space station recycling water in small amounts it might make sense on the weight level- but space station economics don't work as good on ground where alternatives exist. A nuke plant operating 1/2 power has some extra current to do a electrolysis of sea water, make a bit of H2 and O, run a small still for some drinking water as a keep up power level in case we need to scoot mode- power plant for propeller turning is there so use it for whatever convenient at low main power draw times. Solar power is there so use it to make some fuel- the government/taxpayers will pay to build the solar array so just need a justification for the consulting fee were going to charge, find some other 'investors' to skim /(scam) operating funds.
