Power steering? If that's the same setup as a Fiat built Oliver,somewhere in the archives on the Oliver forum,there's a long post with a lot of pictures explaining how to adjust the actuators. My 1365 Oliver was doing the same thing and it was my post that had all the pictures from Mitch Poindexter. I don't how well you can see,but there are 2 lock nuts on slotted screwdriver type bolts. You have to loosen those set screws to make the valves activate sooner.
