As I said earlier, that's a classic symptom of a blocked idle circuit. The reason it works under load is the idle circuit isn't in use. You can run forty pints of Seafoam through it and it will not get any better. You need to dismantle the carb and clean out the plugged passages with a fine, stiff wire. Carburetors on newer small engines are very difficult to clean out once they're plugged; you might want to replace the carb and be done with it.
