Not only did the adjuster likely tell the guy to keep out, but if the building department was aware of the partial collapse they would have issued a do not enter order. The fire department likely has the power to issue a do not enter order as well. I know of instances where the owners of damaged buildings were threatened with prosecution if they entered the building to retrieve their belongings once the fire chief or building inspector had issued do not enter orders.
I'm not sure why anyone would enjoy viewing photos of someone's misfortune.
