Lou as a former adjuster I can say that most policies state that once a loss occurs the insured has to do everything reasonable to prevent further loss. If an adjuster was out right away he may have told the guy to stay away because of the danger of further collapse. Or it could be the guy was as you said lazy. Could go either way.
We had a storm here in Jan 97 that collapsed a lot of roofs. One guy I know had his shop come down on a tractor. He told the adjuster that he was willing to try to sift threw the debris for his tools to recover as many as possible. The adjuster, worried that he would be injured and further claims could be made told him no and instructed him to make a list as best as he could remember and they would cut him a check to replace the lost tools. The adjuster had an outfit come in to recover the tractor which was repaired then paid the have the building demolished and hauled away, tools and all. He got some nice tools and a new shop. The JD 4020 got a new hood, new glass to replace the broken glass and new paint.
