Normally the high idle of the engine is simply adjusted by the stops on the external throttle linkage. You'll probably find a screw with a wire through it and a seal... and the purpose of that screw is to limit the maximum travel of the throttle lever on the pump. The maximum delivery screw is probably hidden behind a cap or is at least on the rear of the pump kind of out of sight. I'm not really sure on that Kiki. Regardless, what you're looking for will act against the throttle lever as a stop. Both idle and high idle are set in that manner using two different screw stops. The other possibility is that the governor is not set up for medium high speed operation and mabey it's limited to 2600 rpm or where ever it's stopping on you... That is a possibility. I think that would require a change in the governor springs to alter the speed
