George in 2012 I bought a new 14,000lb.PJ low profile 8" I beam, 102" wide,21'deck,3' dove with 3 spring assist ramps,12,000lb. jack stand and spare tire and bracket for $5,700.00 cash. If I had got the trailer with out the dove and foldup ramps but would have had slide in ramps and standard jack and no spare it could have been had for $4,600.00. I found it the same way good used trailers are almost the same price as new and some times even more than new. If you go to build one by the time you buy steel and all the components,labor, and the screwing around with DMV in getting title its cheaper and less hassel to buy new.
