The control valve is not always return to center. Is this a foot control model? Check out the linkage for anything loose, packed with mud, binding, etc.
Or the seal is getting weak in the tilt cylinder. If the valve checks out, it's probably the seal. If it is the seal it will probably get worse, be easier to diagnose then.
